What's the realistic timeline for U.S. rare earth independence?

Given the recent DOE announcement and China's tightening export controls, I'm curious what the community thinks about realistic timelines for U.S. self-sufficiency in rare earth processing. MP Materials is making progress at Mountain Pass, but we're still years away from having full separation and refining capacity domestically. What are the biggest bottlenecks you see?

Its a huge task, mainly for their non spoken policy of "not in my backyard", but these days things are moving, and permits are happening.
